A goal loop for the review phase: each pass checks the PR's review decision, CI checks, and mergeability, reacts to any new review (fix + reply + resolve, or evidence-based pushback — never capitulation), then re-evaluates the goal. It answers every review thread, never merges (a human does), and never mutates external state to turn a gate green. Run it under a self-paced loop for hands-off "don't stop until green", or once for a single review-react pass.
